GHA: Using GCC 14; libudev-dev install disabled

apt install libudev-dev (a dependency of SFML?) started failing this
week due to a weird Ubuntu breakage nobody's talking about... :-o

Disabling it would probably kill the build process, but at least not
before even starting to compile things... Now at least I can see other
fatal issues: new breaking changes (further degrading ergonomics) in
the SFML Event API (#436)! :)
