Steps to Reproduce

  1. Create a tenant and create a developer with internal/subscriber permission
  2. Use the admin tenant and add a KM and change the visibility to admin, internal/subscriber
  3. Login to devportal with internal/subscriber and try to generate keys for an App.
  4. The role restricted KM is not visible though user has internal/subscriber permission
