[Intra Vendor Model Routing][Publisher Portal] Users with Internal/creator Role Unable to Add or Edit API Endpoints

Description

Users with the Internal/creator role are unable to edit or add API endpoints in Publisher Portal, even though they have the necessary permissions.

Expected Behaviour

Users with Internal/creator and Internal/publisher roles should be able to edit existing endpoints and add new endpoints for APIs.

Actual Behaviour

users cannot modify existing endpoints or add new endpoints, despite having the required roles.

Steps to Reproduce

1. Create a tenant from the Carbon Console. (e.g: test.com)
2. Add new user named publisher and assign below roles.
   • Internal/creator
   • Internal/publisher
3. Log in to the Publisher Portal using created tenant and user.
4. Click Create AI/LLM API and fill in the required fields, then click Create.
5. Go to API Configurations->Endpoints
6. Click Add New Endpoint
