APH bill scraper

Scrape APH site (or wherever) to produce data feed of bills going before parliament

should track (as much as possible)

• progression of bill
• amendments of bill
• new bills
• result of vote in parliament

Note: should be built in the style of a library - separate from existing architecture as much as possible, although DB integration is required it might be best to provide this through a layer (e.g. get/set/modify type functions)

There's some good stuff on the new statsnet api for senate data - seems there's an undocumented API which has some good data.
