Ratelimit overrides based on identifier and resource

I wish standalone ratelimit overrides would let one specify if the override applies to all resources or just some.

Say I want someone to do action xyz more times Currently i would just allow them to bypass the ratelimit entirely

If resources is empty it would just mean that this applies to everything, this would also make it backwards compatible as it can be fully optional

When checking limits, the "id" field of the resource would be matched vs the different resource overrides.

This also implies being able to ratelimit based on resources

Was thinking that could also be useful being able to send multiple ratelimit checks in a single request if for example you want to ratelimit on a given account and given email at the same time.

Not sure if either is planned
