To support message forwarding, we should integrate the standard for IBC packet-forward-middleware in USC01

Integration

Integrating packet-forward-middleware for Union and UCS will involve additions to both the UCS standard and the addition of a packet-forward module in Union.

Note that the initial implementation of this will not do PFM from EVM to Cosmos chains, only the other way around. We need to design an alternative for that that differs from standard PFM.
