Design non-Wordpress website for navigatoruf.org

What needs to change?

Currently, navigatoruf.org relies on Wordpress to function. We want to move away from Wordpress (see #1224), so we will need to design a basic navigatoruf.org website that does not use Wordpress, but rather uses some combination of HTML/CSS/JS.

I believe a good solution would be to use:

• tailwind css
• next js

The first iteration of the website can be super basic; we can expand more on it later!

How would this task be tested?

1. No tests are needed, just ensure that a nice looking, basic website can be built, ran, and deployed onto a potential server.
