Enhancement: Check that all sub-steps in a category have been completed before moving on to the next one. #122

We could prevent moving allowing the "I have completed the steps" from being enabled when their are any steps that have not be signed off, meaning that someone has not clicked on the button to set "IsCompleted" to true.

Shannon, and I decided that this was unnecessary at this time, and probably only needed if we intended to have someone less experienced undertake the process.
