Obviously a necessary step. (But I need to learn to walk before I can run.)

Laravel seems to be the most sensible choice, not necessarily the easiest but by far most used.

Laravel is right out :( It requires way too much setup!

Among other things, it requires the developer to run a custom-by-Laravel virtual machine, which in turn requires the developer to run a VMware server.

I am instead looking into CakePHP which seems more geared toward smaller scale, non-enterprise developers.
