Add a warning indicating sim_time reversal detection.
MSG: Detect sim_time decreased: <previous time> -> <current time> at [<count of wall timer timeout>]

The logs from the measurement with sim_time rewinding were as follows.
The measurement uses the --delay option during rosbag playback. (e.g. ros2 bag play </path/to/rosbag_file> --clock --delay 5)
