SQLBoiler: Change SQL ORM

SQLBoiler has entered into maintenance mode sadly: https://github.com/volatiletech/sqlboiler?tab=readme-ov-file#maintenance-mode

They list two alternatives, one of which is an improved fork of SQLBoiler called Bob https://github.com/stephenafamo/bob who was made by one of the contributors to the project. This upgrade should also address our issue with QueryMod #1804 (comment)

Also open to any alternative ones which match our requirements.
