Implement motion effects, paralax effects, and animations

Description

Follow this convention for naming commits and branches: Link

Branch name have to be: feature/issue-8/main-page-animations

Use Framer Motion

This includes:

Add Framer Motion to dependencies
Add paralax to SectionMission
Add animation for background and gray-star-black.svg in SectionInfo
Add animation for scrolling in SectionPrograms
Add paralax to SectionHistory
Add animation for arrow in SectionDonation
Add animation for elements that appear on page open
