Hotspot functionality in diagrams (images)

Many of our architecture diagrams require forward or backward referencing other docs, which makes them hard to read sometimes. Also, most people do not sequentially read every doc set. Is there a way to design this kind of functionality that pops up definitions on top of diagrams? (images). Plz see attached pdf.
