Pytorch index url issue #769

Recently this commit removed the pytorch index url from requirements.txt: fc139d8

However, it seems like if the user does not have this set in some pip config file somewhere, then Pytorch will fail to download on a new environment.

For example, if I have the following set in ~/.config/pip/pip.conf, then I will have no issues installing Pytorch.

[global]
extra-index-url = https://download.pytorch.org/whl/cpu

If I remove the above and call:

pip install --no-cache-dir -r requirements-dev.txt, then I will get this error:

ERROR: No matching distribution found for torch==2.2.1+cpu (from -r requirements.txt (line 1))

I removed this portion --find-links https://download.pytorch.org/whl/cpu/torch_stable.html because it broke attempts to install our package from pip install git+... , sayings the format is not compatible..
Maybe a wrong fix. Not sure how to fix both 🤔
