machine-readable citation export formats

As we clean up the website and standards-related documents, we should figure out how to implement bibliographic citations as described in section 3.2.3.1 of the Standards Documentation Specification. Specifically, it says that the citation "SHOULD also provide access to one or more standardized machine-readable citation export formats". I'm not sure how one goes about making that happen.
