Sandbox does not inherit environment from the sif file

We have RHEL 9 on our servers, which automatically updated singularity-ce to 4.1.5 from 4.1.4. The problems started with the 4.1.5.
We have a workflow where development is done inside the sandboxes that were built from the .sif image files. Everything is fine in the sif file, but when a sandbox is created, %environment is dropped.
I also tested Ubuntu 24.04 (wsl), the latest Apptainer, and also singularityCE 4.2.1 (I think).

In 4.1.4, the sandboxes inherited the %environment from the image file, but in 4.1.5, this is not happening. I checked the changelogs, but I don't understand the singularity well enough to know if they can have the effect I described.

Any help would be appreciated. I can provide you with the simplest example to reproduce this.

There is an option to go back to 4.1.4 always

Bootstrap: docker
From:ubuntu:23.04

   export PATH=$PATH:/opt://
   echo "hello"

Build sif file:
singularity build --fakeroot test_image.sif test.def

Build sandbox from sif
singularity build --sandbox sandbox test_image.sif

Now if you run this:

You will see that hello is not printed with sandbox (Worked in 4.1.4 and before)
