Add option to support custom RCUTILS_CONSOLE_OUTPUT_FORMAT

Could the SWRI console match output as defined in a console via RCUTILS_CONSOLE_OUTPUT_FORMAT?

I currently use custom RCUTILS_CONSOLE_OUTPUT_FORMAT="[{severity} {date_time_with_ms}] [{name}::{function_name}()] {message} \n {file_name}:{line_number}" with two lines and logs in cons

I also tried without a new line and had the same behaviour.
