I think we have prospective students, helpers, instructors,
organizers, and news organizations. Am I missing a large class of
people beyond that? I expect admins, repository maintainers, and
steering committee members will come up through one of those channels
or be contacted directly, so they won't need a brocure targetting
them. They first four classes of people probably could use
brochures, and I'd give each group a different pitch. I'm not sure
where “general public” falls. Is that a press kit for ‘you want to
write an article about SWC’? Is it an add to inform and excite
graduate students? Generic students? Scientist students?

The idea is that all materials are created with a audience in mind. The README.md and #5 propose the different audiences we are targeting (maybe there are some missing). The brochure should be different if it's going to be sent to potential donors (maybe talking about our levels of sponsorship), potential hosts (maybe giving details on workshops are run), or learners (maybe going describing the techniques they would learn).

I also think it's important to keep as separate as we can the design and graphics from the text. Texts are easier to version control and reuse on their own, rather than embedded in a pdf or other binary format.
