Various rules to allow easy linking to communities, etc. without someone needing to leave their site

links to communities or users change to relative links (https://programming.dev/c/programming -> https://lemmy.world/c/programming@programming.dev)
links hyperlinked with the link in the format /c/com@ins are handled to link to the community (etc for user /u/usr@ins)
text in the format !com@ins is linked to the community (etc for user @usr@ins)
