[bug]: MTA Hook Still Triggering After Removal

What happened?

How can we reproduce the problem?

I can reproduce the problem by doing the following steps:

• Create an MTA hook.
• Remove the MTA hook.
• Observe that the hook continues to be triggered.
• Restart Stalwart and verify that the hook is still being called.
