Ability to scale the applications when there is no app deployer data

Currently, we scale the applications of the stream based on the existing app deployer data (whether or not they are already deployed). It would be nice to allow scaling even if there is no app deployer data (the deployment ID for the app doesn't exist).

This could help a particular use case from SCDF where users can deploy one of the applications in the streaming pipeline (with the streaming pipeline infrastructure set).

NOTE: We also need to think through this case with the potential false-positive cases where the scaling of the apps are performed while the apps are being deployed (not updated their deployment ID yet)
