Helm: the Docker Image registry should be configurable

Is your feature request related to a problem? Please describe.

The Helm Chart currently pulls images from the DockerHub registry by default. This is not configurable.

Speckle may be deployed to environments which are air-gapped or otherwise have a policy which prevents direct pull of images from DockerHub. Instead images may be hosted on another registry (e.g. a Harbor registry within the cluster).

The registry should be configurable.
