Restrictions on sending messages to users when moving assets

Unfortunately, the management of mailing lists is not very flexible, so I have to look for ways to restrict mailing lists. I have users created by syncing with AD. I have certain users who don't need to send emails when moving assets (mostly these users are in dedicated OU). I thought of several ways to solve the problem. 1. You can create a user manually and do not specify an email address. But then I will have two similar users, and at the moment when the asset is assigned to the user, you can make a mistake and give the asset to the user who was received from AD (and, accordingly, who has an email address in the profile). 2. Somehow synchronize with AD, removing unnecessary OU. This way I will take users from AD, excluding users that I do not need. But I can't configure AD filtering in the program settings so that the exclusion of unnecessary OU in AD works. 3. There may be other options, but I can't figure it out yet.
