Create a QR-code
A location or event responsible gets this code to the location
All visitors can scan the code as a way to Check-in.

Use cases?

I imagine this is useful for any event where you need to have documentation on all who where there. For actual contact tracing I guess the official application has better reach and coverage, so that should probably not be in scope here.
