I suggest we have these as
- ADEX-en, and
- metadata-en
…keeping the NCD_HTN_TRK prefix
NCD: Non-Communicable Diseases
HTN: Hypertension
TRK: Tracker
It keeps the filename in sync with the categorization in DHIS2 — see https://dhis2.org/metadata-downloads/

Renaming the package files, to keep a generic name without DHIS2 version in it.
The idea is to overwrite the same file when new package would be released.
