This OpenAPI specification defines a set of APIs for the exchange of the SETU Purchase to Pay V2 messages. SETU has created several standardized messages to facilitate the processes involved in ordering and selecting human resources, assigning the human resource using the assignment, and reporting time and expenses. This includes staffing orders, human resources, assignments, timecards and invoices. The APIs are designed to be implemented primarily by backoffice systems of both the staffing customer and the staffing supplier. This page provides documentation about the OpenAPI specification.

The APIs are organized into tags for easy navigation and include descriptions for each set of APIs. The available tags include `Staffing Order`, `Human Resource`, `Assignment`, `Timecard`, and `Invoice`, which include the API calls related to the different sets of SETU Purchase to Pay messages. Additionally, this API specification also provides tags for common processes that our encountered during the use of the Purchase to Pay messages. These processes include the creation, retrieval, update, and deletion of various resources necessary for the purchase-to-pay process.

## Relation to HR Open standard
The new 2.0 versions of the 'Purchase to Pay' SETU standards are based on a standardized SETU language in which concepts and relationships with associated terminology and definitions are specified. This SETU language provides building blocks from which to compose messages. The SETU reuses the terminology and data definitions of the latest version 4.3 of the international [HR Open standard](https://www.hropenstandards.org/) as much as possible for its SETU language. Where necessary additional relationships have been established in the SETU language between existing HR Open concepts, or new concepts have been introduced. Definitions have also been improved and made more suitable for the Dutch context.

In addition to the reuse of HR Open v4.3, the insights gained from the development of the SETU Standard for Planning & Scheduling v1.0 have also been used. Where possible, concepts and definitions from that SETU standard have also been applied to the new versions of the 'Purchase to pay' messages to make the new set of SETU standards as uniform as possible. Open change requests from the 1.x versions of the SETU standards have also been processed during the development of this version 2.0 set of standards.

## All 'Purchase to Pay' version 2.0 messages

All the 2.0 versions of the SETU 'Purchase to Pay' standards have a `payRates` container to specify a pay and/or bill rate. The content of this `payRates` container depends on the context of the message and the process step in which this message is exchanged. For example, in a Human Resource message the container specifies the pay and/or bill rate(s) the human resource is offered for, whereas in the Assignment and Timecard the container specifies the agreed pay and/or bill rate(s).
