Considering purchase, is this local?

I've been waiting for two years for RainMachine to resurrect but I have given up now. Rachio seems nice but I hate the cloud stuff. I am not considering the Orbit B-Hyve.

Questions:

1. Does this integration connect locally? If so, how? Just TCP/HTTP connection?
2. Does the B-Hyve itself need internet connection?
3. Is there any reason to but the more expensive https://www.amazon.com/gp/product/B01D15HOIQ over the cheaper https://www.amazon.com/dp/B07DJ628XH ?
