Buf rules do not work on linux/arm64

Issue Description

Bazel throws an error when trying to download the protoc-gen-buf-lint binary on linux/arm64.

java.io.IOException: Error downloading [https://github.com/bufbuild/buf/releases/download/v1.34.0/protoc-gen-buf-lint-linux-arm64] to /home/vscode/.cache/bazel/_bazel_vscode/af358cfbcc0478b6bbe6e5ca9711bb0d/external/rules_proto_grpc_buf++download_plugins+buf_lint_plugin_linux_arm64/file/downloaded: GET returned 404 Not Found

I think this is because the artifact is actually called protoc-gen-buf-lint-linux-aarch64 as per https://github.com/bufbuild/buf/releases/tag/v1.34.0.

The impact for me is I can't use the buf rules from my linux devcontainer on my mac.
