[BUG] bin/setup script fails with a `cd .` failure the first time #63

Problem:

When running the bin/setup script, this is the output:

$ ./bin/setup 

== Copying sample files ==

== Command ["cd ."] failed ==

This happens the first time, but after that the .ruby-version file exists so it doesn't call that line.

Expected behavior:

The bin/setup script should not fail.
