We already announced that Ubuntu 18.04 is not supported a long time ago (see #481), but we are continuing to test in CI due to some Jetson boards that are only available for Ubuntu 18.04 . However, on those boards there is no need to run Gazebo, so we can drop support on Ubuntu 18.04 for the ROBOTOLOGY_USES_GAZEBO option.
