transaction fee calculation needs checking

Am seeing circumstances where 5000 RDD was added to the transaction in the for of a fee

I have managed to track down the problem.

What I discovered was after doing a 'Reset Options' on the QT wallet the resulting fee calculation was returning the correct amount.

This goes back to some original testing I was performing to test the pay to staker where I was manually setting the 'Pay Transaction Fee'. For that testing I set this at 5000. However, the GUI was showing a value of 0.00. Hence my confusion.

So testing further, setting at a value > 999 will result n the display showing 0 instead of the correct value

So a GUI issue, not a calculation issue
