We are currently using ISO639-2 language codes. These aren't particularly useful for RIF-CS. Upgrade Mint and ReDBox to use RFC5646 language and region codes.

Issue #30 is being closed as WON'T FIX to be addressed in this ticket. Some background information is there. (https://code.google.com/p/redbox-mint/issues/detail?id=30)
