Pressing Historic button and then Current quickly causes buttons to stay disabled #7

Describe the bug
If you click the Historic button and then press the Current button quickly before the layer can load, the layer gets duplicated in the legend (one copy never loads), and the Update map, Clear map, Historic, and Share map buttons get stuck disabled.

To Reproduce
Steps to reproduce the behavior (TIP: Provide a direct URL using the "Share" button above the map):

  1. Go to https://indicators-map.dev.ec.gc.ca/App/CESI_ICDE?GOCTemplateCulture=en-CA
  2. Click on the Historic button.
  3. Before the layers can load, press the Current button.
  4. Notice that the layer gets doubled up in the legend and the buttons never get re-enabled.

Expected behavior
The layer shouldn't get duplicated and the buttons shouldn't get stuck disabled.

Environment
Browser: Chrome Version 126.0.6478.127

I've been able to reproduce it on Chrome and Firefox but not Edge.
