Historic - Station Name disappear for AIR - AIR QUALITY layers

Describe the bug
When user loads AIR - AIR QUALITY layers and switches to an earlier year, the data table loses station name

To Reproduce

1. Load CESI
2. Load all AIR - AIR QUALITY layers
3. Click Historical
4. Switch to 2013
5. Open Average fine particulate matter concentrations at monitoring stations data table

Expected behavior
I each row to have a Station Name

Screenshots

Note
This happens with ALL layers that load from these data sets.

Confirmed that this is an issue on the data side of things, 2013 GDB is missing station names
