NPRI Information leads to Search page for ALL data sets with historical

Describe the bug
When I am viewing historical data and click 'NPRI Information' on data table, no matter which data set, I get linked to National Pollutant Release Inventory data search instead of the facility-specific information

To Reproduce

1. Open CESI
2. Add the following layers: All three Air: Harmful Substances
3. Click Historical
4. Swap to 2012
5. Click data table
6. Click 'NPRI Information

Expected behavior
I expect to be linked to NPRI information for that specific facility

I am always linked here: https://pollution-waste.canada.ca/national-release-inventory/

Identified by clients as well, this is an issue in the source data. Will be fixed on their end for a future release!
