Update for RabbitMQ 4.0

@lukebakken , there was a redesign of mk files in https://github.com/rabbitmq/rabbitmq-server.

Can you apply those changes here, please?

We used this plugin and rabbitmq_shovel as a references for building our custom plugins, but adapting to 4.0.7 it's not straightforward. There are a lot of diffs between them now, e. g. dep_rabbit_common = git_rmq-subfolder ... lines are gone from rabbitmq-components.mk and it's hard to understand how exactly to merge.

This plugin has long been updated for 4.0.x, with not one but two releases built against 4.0.x, most recently 4.0.7.

All dependencies are listed in the top-level rabbitmq-components.mk. This has been the case for a year or two.

@inikulshin if you build custom plugins, it's on you to follow RabbitMQ development and understand how plugins are built. It's not like there weren't any examples to follow.

The easiest option is to clone this plugin under deps/ in the RabbitMQ server repo.

I think you're right, that will be the easiest now.

Just before 4.0 we could build our plugins without whole rabbitmq-server, only with its mk files:

1. We had just a directory with plugin, e.g. rabbitmq_shovel.
2. We copied rabbitmq-components.mk and erlang.mk from root into rabbitmq_shovel directory and patched its Makefile:
   include ../../rabbitmq-components.mk -> include rabbitmq-components.mk
include ../../erlang.mk -> include erlang.mk
3. And run make deps test-deps base_rmq_ref=$RABBITMQ_BRANCH

And now it doesn't work anymore.
