Implement Trotter steps with cirq.ParameterizableEffect

Currently the variational ansatzes based on Trotter steps basically duplicate the Trotter step code, substituting Symbols for numbers. Making the Trotter steps themselves parameterizable would eliminate this code duplication. Doing this for future Trotter steps will make it trivial to turn them into VariationalAnsatzes.
