Why there's no plugin directly usable in Wordpress?

Hello,
It's the third time I have to manage a translator / language plugin that somehow his author decide to stop developing :( and so here I am, coming from qtranslate-x to qtranslate-xt :)

My question is: why there's no direct plugin to install within Wordpress?

Not every user has the ability to clone a repo, move into the filesystem and copy / rename files.

Is there any reason for this?
