Remove obsolete binary workflows, limit linux to 1 python version #1447

Since we are releasing only 1 universal wheel : torchdata-<version>-py3-none-any.whl we should disable rest of the builds.
For testing wheel on different platform we have validation workflows:
https://github.com/pytorch/data/blob/main/.github/workflows/validate-binaries.yml
We should keep them for all platforms.
