Description of proposed changes

1. Remove all vulnerable packages
2. Rev to react 18
3. With that i needed to change tests from enzyme to react testing library ( the tests are mostly copilot generated and are a drop in coverage )
4. Fix css linter but bringing in stylelinter ( node 18.19 min )

Things still to address

1. Ton of web pack warnings around sass imports being deprecated
2. Ton of react warnings around proptypes, probably need to convert components to typescript
