docs: clarify type conversions about temporal types with different timezone spec.

This PR revises document of the type conversion rules, around timezone features.

@kuron99 please check around time and timestamp in assignment conversion: this may by not in line with the current implementation.

ただ、with timezoneの型に関する変換処理の詳細がこのあたりにないので、もし可能であればそれも追加していただけませんか？以前こちらの文書 の「キャストの取り扱い」に記載してもらっているので、大変であればこのドキュメントに対するリンクでもいいと思います。
