Code blocks need to have a title

I accidently commented on the cs 1301 issue, but:

When we are saying "title" the code block and "link" to it, do we just want a manner to have a link somewhere, referring to the code block, and have it to where a student can click on that link and go directly to the page and location on the page that that code exists?

If so, an anchor tag might work for that.
