These changes are in response to feedback we got in the Oct 6 2023 LT design review of graceful degradation patterns.
The design LT did not agree with the decision to tell designers (or engineers) that their first course of action for degrading content or controls should be removing the broken UI without any explanation. There was a concern that users could be confused about why they're not seeing the removed UI.
