Add option to move or hide spinner RPM meter

Since I'm not new to the game and don't focus on score farming knowing the spinner RPM isn't necessary for me. However, it currently occupies space at the bottom centre which I'd prefer to reserve for more important stats.

This relates to #25293 but I thought as well as having the RPM meter hide during breaks it would be nice to have the option to hide it completely, or to move it like other skin elements.
