Update default gcc/g++ fromverison

Hi all,

Pop! OS is really a elegant project and I love it. I have some sugestions that, could Pop OS update the default ship gcc/g++ from verison 11 to veriosn 13.2 and also the libc6 version, since the linux kernel in Pop OS 22.04 is very new.

In some very recent AMD cpu， like EYPC 9654 & Ryzen 9 7950x, gcc/g++ version 11 can not full surpport this CPUs.

though， we can compile new gcc/g++ easily, However, a "suo apt install gcc-13" is more convenient and energy-saving.
