Issue/Bug description:
Ctrl + Mouse scroll wheel to zoom in and out does not work with a Caps Lock key that is remapped to Ctrl.

Steps to reproduce:

  • In cosmic-settings > Input Devices > Keyboard > Caps Lock key, set to Control
  • In cosmic-files, hold the Caps Lock (now mapped to Ctrl) key and scroll up and down on the mouse wheel. Scrolling will occur, but zooming will not.
  • Compare with native Ctrl key + scroll wheel -- icons zoom in and out.

Expected behavior:
Remapped Ctrl key should still behave as a Ctrl key.

Other notes:
The same remapped key seems fine with hotkeys, such as Ctrl + Shift + N for new folder, or Ctrl + -/+ to zoom icons in and out.
