Re-setup Heroku deployment

Previously, this web app was deployed at: Web App for the Imperative DL Study https://fathomless-inlet-57767.herokuapp.com/ -- We'll need to setup the Heroku deploy again to allow:

1. Testing for new changes against a dev deploy.
2. Re-enabling CI testing pipeline step as outlined in Re-enable django.yml workflow testing step. #178
3. Re-enable CD pipeline as it was previously set up: https://github.com/ponder-lab/Imperative-DL-Study-Web-App/deployments

Picking this up as it kind of blocks testing for #184 and #183 -- Looking into getting this app deployed to Heroku.

Hi @khatchad do we have a Heroku account that I could use by any chance where this app was previously being deployed? Seems like I'll need to subscribe for their service to be able to get a deployment out.

Yes, you would have to subscribe. It was a personal account.
