[FEATURE] Add Yifang's New House Project to Policy Lab page

Based on the discussion, this feature will come after #329. A list of buttons/thumbnails will be added to the top of the Policy Lab page, allowing users to choose between the proof-of-concept and this feature. Virtualization (similar to IRA) will be decided later once the data is finalized.

Update on Jan 6

Based on the collaborator's review of the drafted version, the following changes will be made to the House Outlay Projection:

1. The tab switch will be labeled "Proof of Concept" and "Proposals 2024." Future versions will include "Proposals 2025," "Proposals 2026," etc (i.e. the version control feature)
2. The rest of the page will follow the layout of Title 1, with only one menu item on the left: "House EQIP Projection."
3. A description section will be added above the map.
4. The remaining area will follow the map and table layout, consistent with the Title 1 pages.

Updated in the meeting on Jan 27:

1. Change all instances of 'Projected Maximum Payment' to 'Projected Financial Assistance'.
2. Add a short, expandable description at the top of the map for each menu item (currently for house outlay only). Increase spacing to better separate the deep green description area from the menu items below.
