Testing draft metadata on development server

• check for changes in AGG_data_list for new datasets
• check Datasets Report on dev for datasets which have not been assigned Crop & Category

The Crop & Category metadata can be added to AGG_data_list.xlsx, which can then be used as the metadata upload for AGG when required.

The result of this is shared as the file : AGG_data_list_for_upload.xlsx
This can be integrated into AGG_data_list.xlsx or used in place of it.

After initial testing on the development server and on the AGG server, it was observed that the '#Comments' column was uploaded, so the following change was implemented to discard those columns in dataset metadata upload :

529ed45 Discard comment columns of AddMetadata sheets

This has been tested OK on a local server.
