K8SPSMDB-1257: Fix secret change detection after upgrade

CHANGE DESCRIPTION

Problem:
We added _ESCAPED keys in 1.19 but operator only updates internal secret with these keys after bumping the crVersion. This means before crVersion change operator compares hashes of secret objects and detects a mismatch.

Solution:
Operator should include _ESCAPED keys in hash calculation only if crVersion is 1.19.0 or greater.
